Javier Laynez

Full time professor

Javier Laynez Potisek holds a Ph.D. in Public Law from the University of Paris XI (Sceaux); a Master’s Degree in Tax Administration from the University of Paris IX Dauphine; a Master’s Degree in Public Law from the University of Paris XI (Sceaux); and proudly earned his Law Degree (LL.B.) from Universidad Regiomontana.

He served as a Justice of the Supreme Court of Justice of the Nation of Mexico from 2015 to 2025, during which time he also served twice as Presiding Justice of the Court’s Second Chamber.

As a constitutional judge, he took part in deciding landmark cases involving fundamental rights, telecommunications, digital platforms, electoral matters, and judicial review of legislation with significant national impact.

Throughout his career, he has held key positions within the Mexican State, including Federal Prosecutor for Tax Matters (Procurador Fiscal de la Federación), Deputy Legal Counsel to the Federal Executive, Deputy Attorney General for Legal and International Affairs at the Office of the Attorney General (PGR), and Magistrate of the Federal Tribunal of Tax and Administrative Justice. He has been directly involved in major constitutional and statutory reforms, particularly in the areas of human rights, constitutional justice, the criminal justice system, transparency, and anti–money laundering.

He has had an extensive academic career, having served as a professor at CIDE, El Colegio de México, and other institutions, and as the author of various specialized publications in constitutional and administrative law. He is currently a Full-Time Professor at the Instituto Tecnológico Autónomo de México (ITAM), where he teaches Administrative Law and Constitutional Procedures.
