Valdovinos Chávez is a senior executive and public policy expert specializing in institutional process transformation, internal control systems, risk management, corporate governance, and regulatory innovation. He is widely recognized as a pioneer and key proponent of the "Plain Language" initiative in Mexico and across international jurisdictions.

He holds a strong interdisciplinary background combining engineering, business, and executive leadership:

  • Master of Business Administration (MBA): Instituto Tecnológico Autónomo de México (ITAM).
  • B.S. in Mechanical & Electrical Engineering: Universidad Nacional Autónoma de México (UNAM), specializing in Industrial Engineering.

  • Supreme Court of Justice of the Nation (SCJN): Director of Internal Control and Risk Management (2023–2026). Designed, developed, and implemented the regulatory framework for the Institutional Internal Control System (SCII) based on COSO and CMMI frameworks, while serving as Technical Secretary for rationalization and austerity committees.
  • Decentralized & Public Agencies: Head of the Internal Control Office (OIC) at CENAGAS (where he established and structured the control body from inception), Deputy Federal Attorney for Industrial Inspection at PROFEPA, General Director of Innovation and Institutional Improvement at SAE (Ministry of Finance - SHCP), and Deputy General Director at both the National Security Commission (CNS) and the Attorney General's Office (PGR).
  • Ministry of Public Administration (SFP): General Director of Regulatory Simplification (2002–2009). Spearheaded the Plain Language Initiative in Mexico, launched the Federal Normateca, and led the development of the Integrated Information System for Public Program Registries (SIIPP-G).
  • International Organizations: Consultant for the World Bank (Latin America and Caribbean Division), delivering diagnostics and evaluations on PEMEX's internal regulatory processes and governance impact following legal reforms.

In the private and financial sectors, he held senior executive positions:

  • Banking & Financial Services: Executive Deputy Director of Operations at Banca Cremi (managing loan portfolio restructuring across four banking institutions for debt sales); Director of the Chairman's Office and Merger Operations Director at Banca Promex / Finamex (managing the corporate integration into Bancomer); Administration & Services Director at Valores Finamex; and Quality Assurance Intern at American Express Co.
  • Corporate & Industrial Sector: Management & Procedures Manager at Comercial Mabe (collaborating with Booz Allen Hamilton on supply chain and manufacturing operational integrations) and Senior Associate Consultant at Outsider Business Solutions.
