Dr. Plascencia is a visiting professor at the ITAM Law School. Obtained in 1987 a degree in Law from the Universidad Autónoma de Baja California (Mexico) winning the prize for the best student in his graduating class. In 1994 at the Universidad Nacional Autónoma de México (UNAM) he completed a Ph. D. in Law.
His professional career has spanned both academic and public sector. From 1990 to 2000 work as a full time professor at the Instituto de Investigaciones Jurídicas, UNAM.
In the public sector he held for ten years the position of second and first general visitor at the Mexican Ombudsman. In 2009 was elected by the Mexican Senate has the National Ombudsman for the period 2009-2014. He was also elected President of the Iberoamerican Federation of Ombudsman (FIO) and President of the World Finance Comittee of the National Human Rights Institutions (NHRI´s-CIC)
Dr. Plascencia has carried out many courses and presentations at major academic conferences related to criminal law, justice and human rights in more than 30 countries; published 150 academic articles and 6 books: “Los Delitos Contra el Orden Económico; La Responsabilidad Penal de la Persona Jurídica”; “La Jurisprudencia en México”; “Teoría del Delito”; “Los Homicidios y Desapariciones de Mujeres en Ciudad Juárez (1993-2009)”; “Compendio de Normas Oficiales Mexicanas.
Finally, Dr. Plascencia has been distinguished with two Honoris Causa doctorates by the Universidad Autónoma de Coahuila and the Universidad Benemérita Autónoma de Puebla, and was distinguished as Honoris Causa Professor by the Universidad Autónoma de Tlaxcala and the Escuela Libre de Derecho de Puebla.
